Improvement of Civil Registry
The general objective of this component is to improve the operations and services of the CBB. The specific objectives are to: (i) develop new and efficient operation procedures; (ii) computerize and establish a network between the central and field offices; and rehabilitate CBB archives and field offices.
This component comprises three subcomponents:
1. Modernization of the legal framework and procedures 
Goal: The goal is to update the legal framework, reengineer and standardize processes and to train the staff in order to increase staff productivity, enhance the security, accuracy and transparency of the processes and lay the basis for the subsequent automation of CBB processes.
Activities:  This subcomponent will finance the necessary technical assistance and acquisition of materials to: (i) analyze and update the current CBB regulatory framework; (ii) define and develop a new Document Management Tool (DMT) with the corresponding classifiers, codes, formats, storage, retrieval and issuing standards and management manuals; (iii) improve CBB operations procedures and develop a CBB Procedures Manual for all CBB services preformed and a simplified version that will assist citizens seeking for CBB services and (iv) train CBB staff accordingly.
2. Develop and implement a Management Information System Network and provide training
Goal:  Improve CBB’s productivity, accessibility, security, accuracy, integrity, fluency and transparency of the management of vital records in Suriname through the development of a management information system that automates the reengineered processes, migration of all the existing records to an automated system and the corresponding training of staff.
Activities: This subcomponent will finance the necessary equipment, technical assistance and acquisition of materials to: (i) design a Management and Information System, including its structure, user profiles, security aspects, document formats and standards, etc; (ii) specify the CBBMIS technological architecture; (iii) define the software and hardware needs and technical specifications; (iv) develop the system; (v) acquire the corresponding software and hardware; (vi) implement the system in CBB headquarters and in the Paramaribo, Wanica and Para districts –which would cover 70% of the population; (vii) train staff accordingly; (viii) migrate the existing records to the new system; and (ix) technically assist in the implementation of an adequate communication strategy and the management of the expected institutional change. 
3.  Rehabilitation of CBB archival storage facilities and field offices
Goal: The goal of this component is to improve the security of CBB field offices and improve the physical conditions of CBB headquarters and field offices, with emphasis on the archival storage facilities.
Activities: (i) evaluate CBB’s physical infrastructure and develop a prioritized rehabilitation plan with emphasis on the archival storage facilities; (ii) rehabilitation of field offices; (iii) rehabilitation of CBB headquarter sections that are in need of repair; the enlargement of the archival facilities; and installation of a fire prevention system.
